What I am seeing is cranking at wot with the timer base rubber stop hitting it's stop is 21 degrees. Of course at wot this should equate to 25 degrees.

Start engine and set the rpms to where it just stays running. In segments of 1/8 turns, start to turn the S/S needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Lower the rpms again to where the engine will just stay running.

The important is to get the carbs starting to open at the timing specified when the arrow on #47 lines up with the roller on the carb (pick up timing).
