The motor looks and runs great, but barely spins 4200 RPM and seems to bog out of the hole. Currently I have swapped down to a 14 x 15 pitch prop and the RPMs have not increased. (I'm assumming the control box is in neutral). The 20 amp fuse is on the motor in a red wire coming off the solenoid. (I would check the fuse first). E88MSLCU SPL. You can't test a water pump on muffs. Hose pressure is forcing water up through the engine, not the water pump.
