They are valves that limit oil flow out of the lift cylinder. I think most if not all 3ph's have two possible oil paths to the cylinder. One path is through the flow control valve and the other is through a ball check valve that is part of the flow-control valve assembly. Where the cable hooks to the rock shaft there are is an about 1/4" diameter stainless shaft that the cable pushes about 3 inches into a stainless tube. It appears to have a full range of motion. The shafts just don't move until about the last 1/4" or 1/2" of the cable movement. That's why I figured it must be the internal adjustment.This is one of the advantages of JD over other makes that have a different design or only on one side.
