That is a very old setup and was used during a game version where car height actually was beneficial to stability overall. Anything older than 1.40 should be taken with a grain of salt - it might still work, but just as well might have different PP or was created with a different set of tyre physics. P.
Had a wonderful evening testing out most of your recent 1.40 tunes. The standouts for me were the Porsche 992, that beastly Challenger SRT Demon, the LFA, and the XJ13. I had the same issue with the front downforce. I ended up spending a bit of time trying to figure it out, and it seems that you need to go to GT Auto -> Customize Cars -> Custom Parts -> Rear -> Type B. For whatever reason that changed the maximum front downforce from 100 to 200 for me.I used the stock front and small lip spoiler in the rear, setting the rear at 150. It does understeer more, but not unmanageable. I set the top gear to 345 and evenly spaced the rest. Ballast at 200/50 to get a 50/50 weight distribution. It induces oversteer, and a LOT of it. I don't get the Praiano tunes, every time I put one on one of my cars it's nothing but lift off oversteer in every corner entry, regardless of engine layout. For the gearbox , with so much power and torque , you have to bring up 1st and 2d gear to have some good traction . It's huge. To set the gearbox : Set top speed minimum at 250kmh. There's the odd one that doesn't really work that well, but Praiano is a master at tuning for Gran Turismo as a whole, not just GT7. You don't really have to run aggressive rake like he does, but your car will understeer more if you don't.
For the aero, I used the Type A front and rear, changing the aero to 50/100. Ballast set at 134/50. No power reductions. I used all weight reductions and all power upgrades. No supercharger. It still gives 629hp. The trans is set at Final 3.540, top gear at 340, first gear at 108, evenly spaced the rest.

When you open any setting , it change the gearbox , then PP jump from 628 to 650 something. Till you fix again your gearbox. Try using the WRX or the Mitsubishi, set FM to 2, no pit. Time should be under 27 min to win.
