The panel is held on by a very long plastic pin, about 2" or so long, past the fuel pump shut-off switch. You basically have to pry it out. I got under it with a flat head screwdriver and pried it out enough until I could get needle nose pliers under it. Then I put the screwdriver under the pliers and used it for leverage until the pin came out.
