Use it. Once you beat Act 1/leave Fort Joy, you get full access to COMPLETELY respec everything on any of your characters. You can basically recreate your main character too, if it's custom. Attributes, talents, abilities, etc. Same with all potential partymates. Notable Issues: The respec menu does not zoom in on the character like the Act 2 respec.
