Sometimes the dial will get stuck and be real stubborn. You may have to take a vise grip pillars to the dial shaft to break it loose. I had to do that to mine once. Just make sure that your mower deck is raised all the way to the top and also make sure that you are turning the dial to a lower number. You cannot go from 4, past top.You can try increasing the RPM's and raising the deck to see if that gets it up. The deck doesn't raise all the way up at lower RPM's. Or you can adjust the bolts for the side to side balancing of the deck in order to lower them and allow the deck to go up higher.
