Unless you mod specifically to correct it, every Shout has a cooldown. Some are as short as 15 seconds - some are over a minute. In vanilla Skyrim, once a shout is used, no other shout is usable until the cooldown is complete. So if you use the word Fus, all shouts are inaccessible for 15 seconds.
