4920 posts · Joined 2010. #4 · Oct 12, 2011. Actually, the only REAL issue with the 04 model, is Kawasaki "tweaked" a few things starting with the 05 model. Nothing major... But stuff like the way the rear brakes connect, or the way the regulator (the thing under the radiator) is bolted to the frame. A few things here, a few things there.Leave about a 1/3 of the chrome cover uncut. Some of us have discovered that the stock air box lets in too much air when the cover is cut all the way around. At high speeds it will cause a lean mixture and begin to surge. To eliminate the surge simply rotate the uncut section of the cover towards the front.Mine is an 2000 Vulcan 800 Classic. My last/previous bike was an older KZ750B, the old 2-banger, and it vibrated so badly. This 800 rides so smooth, sits just low enough, and has plenty of power for an old fart (62 1/2). Of course, cannot totally rule out a wiring issue. Would take apart the kill and starter switch and clean contacts. Would also replace the starter relay (they are inexpensive).

Son in law's 97 Vulcan 800 Classic.Check for oil around the spark plug cavity and then explore this further. On the 1500, the service manul says a special tool is need to pull the spark plug tubes, but you can fashion a tool out of the rear axle nut and unscrew the tube. I'd bet the 800 is similar. Your fueltap's innards have reached the end of their service limits which means a rebuild kit is needed. If the tap fails, it fails in such a way that fuel will flow when it normally would not, without the help of vacuum from the engine.
