I made a copy of my survival world and changed the copy to creative. I found a separate stronghold and portal (because of the same reason as OP, not being able to find the portal). I switch back to my survival mode copy and navigate to the exact coordinates of the new stronghold and portal room, but it wasn't there (I was in a cave).
