Recently purchased a used 2009 Vulcan Classic with 800 miles that had been sitting for a while. Noticed that it was having an issue going over 70mph, figured it needed some TLC. Checked the fuel tank, and low and behold, rust city! Cleaned the tank thoroughly, and rebuilt the fuel pump (motor and filter were pretty nasty).

Since then I put a tach on it and checked rpm. At idle it’s between 1450-1500, and 3400 at WOT at peak, but will pipe down to 2800. I know idle should be adjusted at the throttle plate closed at 1450, with the governor plate screw to 1550, and WOT governor plate to 3600rpm.

First thing I would do is get a Tach on it and run it where it is surging. Grab the linkage with your hand and hold it at a steady RPM where it normally surges. If the surging stops and it runs fine, the problem is in the governor.
