My mods which I verified are subscribed and downloaded on steam aren’t showing up in the games mod list. I’m currently trying to re install to try and fix the problem. What you can do to get around this if it's a long term problem is to copy all the mods out of the workshop folder and paste them into the game's mod folder.

That's only a guess, but if that is the case then I'd suggest identifying where the mods should be stored in rimworld and manually checking.
