See, I played 40k briefly in college and enjoyed it (but broke college guy =/= good GW customer) and lost touch with it. Didn't care so much about the 40k aspect. Historically I believe your mostly correct. In 40k though at least to my knowledge inquisitors can and do come from any background. Literally anyone an inquisitor deems suitable could rise to be inquisitor, or even inquisitor lord, themselves. From a lowly beggar with no name to a sector known high noble.
